Lash Lifting Regulations in Rhode Island: Professional License vs Certification

Is a Professional License REQUIRED to Perform Lash Lifts and Tints in Rhode Island?

Absolutely YES!

Since 2016, the Rhode Island Department of Health has mandated that anyone performing lash lift or tint services must hold a valid professional license. This ensures that all services are performed safely and according to state regulations.

Response above is from Ms. Ellen Ruggieri, the R.I. Dept. of Health Chief Field Inspector, Board of Cosmetology regarding lash lift & tint services.

👉 What Lash Artists Can Do:
Licensed Lash Artists (often referred to as “Lash Techs”) are permitted to perform lash extension services only. They are not authorized to perform lash lifts, lash tints, brow tints, henna services, laminations, or any other chemical-based or related treatments unless they hold the appropriate additional professional license required by the state.

A lash artist certification applies specifically to lash extensions and does not grant permission to perform other services. Always ensure your provider holds the correct credentials for the service being offered.

👉 Why Licensing Matters:

  • Licensed professionals complete hundreds of hours of formal education and hands-on training, including chemical safety, sanitation protocols, and proper application techniques to protect client health.

  • A short course or online “certification” is not a substitute for a Professional License. True licensure requires comprehensive training and state approval.

  • Out-of-state licenses are not valid for practicing in Rhode Island. Professionals must hold the proper Rhode Island license to legally and safely perform services within the state.

👉 The Risks of Unlicensed Lash Lift Services:
Performing lash lifts or tints without a professional license is both dishonest and unethical. These services involve chemicals and require proper training to be performed safely. If you are not properly licensed, you should not be offering these services. Cutting corners not only violates regulations, but more importantly, puts clients’ eye health and safety at serious risk.

👉 For Clients:
Your eyes and lashes are delicate and deserve skilled, professional care. Never risk your eye health with someone who is unlicensed or improperly trained. Always confirm that your lash artist holds a valid Rhode Island Professional License.

A true professional doesn’t cut corners. They invest in their ongoing education, follow state regulations, and prioritize your safety above all else.
